Steve, am I correct in thinking you actually wish to use a single image 
file--not a WMS source--(perhaps a GeoTIFF?) and have that used as a layer?

The use case I can imagine is a scanned historical geo-referenced map 
which you wish to overlay on a modern WMS source.
