[OpenLayers-Users] map.zoomToFullExtent()

The map.zoomToFullExtent() function doesn't do quite what I'd expect a
method by that name to do.  What I'm expecting it to do is automatically set
the zoom level to the largest zoom that will fill (as much as possible) the
viewport to the maximum extents of the map.  What I get instead is the map
zoomed out all the way... depending on the maxResolution setting this may
come nowhere near filling the viewport.  Maybe I'm misunderstanding what
this function is meant to do?
