[OpenLayers-Users] On Permalinks: OL 2.0 RC6 not detecting fine permaling URLs

FYI, I have made a ticket for this, " Allow Permalink to be added to
map before a BaseLayer".

It is: http://trac.openlayers.org/ticket/217#preview

...and as it says in the description field:

Seems to me there is not a good reason to have this restriction, and
it might catch users offguard.

I am not sure if there exists a way to fix this (haven't looked into
it at all), but if there is, that would be sweet. If it is impossible,
just delete this ticket ç
